why can people get away with drawing weenies on horses and dogs, but have to link anything that resembles boobs on cs?

@Luna Sea, if you draw something that resembles breasts, you have to link to it from deviantart or something instead of posting the image on the website. i would be fine with it if they didn't allow male horse and dog drawings with exaggerated 'sheaths' to be posted on there without a problem. but they do allow it, so long as it's a wolf or horse.
